A recorded workload will include the startWorkloadRecord command.

While it is intended that we will start a workload recording during replay, it will likely require different parameters.

Also, the recording does not include the stopWorkloadRecord, as a result of when the command is evaluated vs recorded.

For simplicity and consistency, do not record the startWorkloadRecord op (using the denylist introduced in SERVER-98193).
