Enabling _generateMeasurementsWithRolloverReason to accept more optional args will enable us to do more extensive testing for stageInsertBatch and insertBatchIntoEligibleBucket.

This ticket is part of parent ticket ~~SERVER-97203~~ as one of the bucket catalog primitives we will be adding/modifying (splitting out ticket into multiple because these can lead to pretty big changes to previously added unit tests).
