SERVER-97464 modifies a couple unit tests in resharding recipient service to enable the featureFlagReshardNoRefresh at random as oppose to running it with all the possible test options in order to avoid making the runtime slower. 

Investigate how much longer these tests take if the feature flag runs with every case every time and reassess the decision to randomize the feature flag.
