Add an after-test hook to verify that primary and secondary have consistent in-memory transaction table

      We can use the command added in SERVER-100996 to fetch the in-memory transaction table content.

      We only need to verify when we're running replica sets under feature flag

      Today we check the dbhash of config.transactions after test, this ticket is doing something similar for the in-memory transaction table.
