CAR is working on shards authoritative project, specifically database metadata to be authoritative on shards. This makes the DB version protocol more strict. The testing discovered that the DropDatabase coordinator abuses attaching the dbVersion to the participants' shard for replay protection. This custom "replay protection" doesn't fit in the new model. We must change dropDatabase to rely on the OSI protocol.
