This will need a bit of planning since I don't think there has been any effort up to now to consider different arch generations in how these are organized in the branches. The intent is to keep power9 and power10 as parallel variants

• rename/restructure variants somehow to indicate power arch version
• add rhel9-power10
• update older references relying on aliases.

For example rhel81-power8-small is aliased to distro rhel8-power-small, and is actually a rhel89 power9 machine. This could be updated to the distro name or a more straightforward alias like rhel8-power9-small
