Make DDLs clone database metadata from a single database of the global catalog to shard catalog if they are in kUpgrading FCV

      During FCV transition, a DDL coordinator can find that the authoritative information of a database has not yet been installed. This command would allow them to call the config server to copy the current authoritative data and install it before the copy coordinator does so, allowing it to continue.
