The snapshotFCVInDDLCoordinators feature flag will currently be enabled on the all feature flags variant.
This is not an issue now, since we are not performing feature flag checks using the new API yet, and we don't check feature flags in DDL coordinators.
However, this might soon become a problem, so we should make sure that the feature flag is always disabled until we:

1. Drain coordinators based on OFCV
2. Propagate the OFCV to participants
