Error if try to create a record store with pre-existing ident

      WiredTiger will silently no-op if we try to create a record store with an ident that already exists, even if the ident already exists with different options (WT-14150).

      It's particularly important to catch when we try to create a pre-existing ident in a world of replicated idents.
