Stop running tests that do not align with authoritative DB metadata shards

      Several tests no longer make sense to run when shards are DB metadata authoritative. These tests need to be rewritten or removed once the feature flag is enabled by default and version 9.0 is considered the last LTS. This is a necessary step before committing SERVER-100036.
