Once we have validated that the v5 toolchain is ready to be used by server teams and are otherwise ready to stop using v4, change over the etc/scons/mongodbtoolchain_stable_{clang,gcc}.vars variables files to use the v5 toolchain and make v5 the default choice in bazel. Remove all the v5 toolchain builders as all the existing builders that had been using v4 will implicitly start using v5. Make sure we either move any variants hard-coded to use v4 over to v5 or schedule work to move them over.
