Split off from SERVER-100912 to keep the actual PR limited to the implementation of the unordered staging itself, this will include the helper functions that:
1) Determine if a batch of user measurements contains statements that were already executed

2) If there are such measurements, filter out the measurements that have not been already executed

3) Map the indices for the write batches created from the filtered sub-batch back to the indices of the original user batch
