Decorate OperationContext with OperationMemoryUsageTracker more straighforwardly

      We create a separate class that encapsulates decorating the OperationContext with an OperationMemoryUsageTracker, but there a a few examples in our codebase of declaring a decoration within the code for the class doing the decorating. This is more straightforward. We can probably just delete op_memory_use.{cpp,h}.
