Make sharding_ddl_util::resume/stopMigrations authoritative

      They currently use ConfigsvrSetAllowMigrations that modifies the state locally in the CSRS and tells all shards to refresh. During the refresh we have a hook to stop ongoing migrations.

      We should have explicit commands sent to shards that update the metadata locally and stop ongoing migrations.
