Make the initial syncing node query the in-memory transaction table of the sync source

      Currently initial syncing node queries the config.transactions collection of the sync source for the oldest active transaction timestamp (with afterClusterTime read). Make it query the in-memory transaction table instead if under feature flag, using the new internal command this project added.
