Add linting rule for placeholder SERVER-XXX tickets

      The codebase currently contains SERVER ticket placeholders that were meant to be replaced with actual references to a real ticket before merging.

      Today we don't do a check before merging in to prevent this from occurring as part of linting checks. We should ideally modify the linting process so that it fails if it detects a placeholder reference to a SERVER ticket.
