As part of the work to give more granular ownership to files owned by 10gen/query, the team came across the[ tracing profiler|https://github.com/10gen/mongo/tree/1b5f63ddd5050bbbc052df7772224f6f24cae4fe/src/mongo/util/tracing_profiler]. While this tool was written by query and could be owned by 10gen/query, the tracing profiler is general enough that it could be used by other teams besides query. As such, this ticket concerns determining who should own the tracing profiler and making the necessary changes to util/OWNERS.yml:

• As stated above, this could be owned by query as the query team introduced this tool
• It could be owned by server programmability as this is a general purpose utility that other server teams can use
• Finally, another candidate is networking and observability as profiling is in the realm of observability.
