Timeseries write basic test should not run in stepdown suites

      If a primary failover happens during legacy timeseries creation, we can leave orphan buckets collecttion in the catalog (only buckets collection exists but not the view).

      So the jstests/core/timeseries/write/basic.js test should not run in suites that perform ContinuousStepdown
