During stop, call flush when checkpointing is disabled

      When checkpointing is disabled (usually because the processor is using a test source).... To finalize stats and send all remaining output in the sink queue, we should call flush during the final stop of a stream processor. This can prevent customer confusion on why there stats() don't match the output in the output colleciton.
