Exclude some timeseries tests from sharding_jscore_passthrough_with_balancer

      Due to https://jira.mongodb.org/browse/BF-36996 

      We should exclude the following tests from the sharding_jscore_passthrough_with_balancer suite:

      • jstests/core/timeseries/geo/timeseries_geonear_random_measurements.js
      • jstests/core/timeseries/query/timeseries_homogeneous_top_bottom.js

      The issue affecting these tests is unrelated to the time series feature, and attempting to mitigate it using {{assert.retry }}would be an excessive workaround for a problem that does not stem from the test itself.
