Avoid hardcoding mongo version in .bazelrc

      For building with bazel, we currently hardcode the mongo version in .bazelrc. This may require developers to manually modify it whenever we upgrade the FCV. We should change this so that bazel compiles using the git tag as the mongo version, to avoid this manual step
