SERVER-101383 made it so that in order to use the rawData command parameter, the client must be authorized for the performRawDataOperations action type. However, there are also commands which may internally attach rawData before forwarding the command from the router to the shard. So in order to support this, we should also allow rawData when the client is authorized for the internal action type.
