Updates FCV requires version in resharding_relaxed_mode.js

      SERVER-78724 switched aggregations to use the ShardRole API, which has stricter checks than the AutoGet. Since this change was causing resharding with relaxed=true to fail due to one of these checks, SERVER-101850 implemented mechanism for routers to bypass collection UUID consistency in ShardRole API. However, the change was committed to 8.2, which is causing failures in the multiversion suite. 

      Updates the requires_fcv tag in the test to be v8.2 to avoid failures.
