      releases.h.tpl is a cheetah template generating the FCV API header.

      Right now, if you open it in VSCode it doesn't look like C++. Some Cheetah directives and a rename will make it much more maintainer-friendly, like we do with error_codes.tpl.h etc.

      Trivial work.
