Create a new section in server status to host Intent Registry metrics, and add any metrics we think might be useful (# of intents required per group? current state transition operation?)

Follow up work should be done to expose this in T2 as well (create a STAR ticket after this ticket is done)

We should definitely take inspiration for metrics that are currently captured by Replication State Transitions like totalOpsKilled
