Use OS-specific db-contrib-tool pyinstaller builds for PPC

      The pyinstaller builds for db-contrib-tool aren't forward compatible from RHEL 8 to RHEL 9 on PPC. While we don't currently do any multiversion testing, this will be a problem if someone uses the Evergreen patch parameter `build_patch_id` for example.
