Abort resharding before draining DDL coordinators during FCV downgrades

      During FCV downgrades, we first drain the coordinators and then abort resharding operations. This is suboptimal since DDL operations might get enqueued behind resharding if both operations affect the same namespaces. This will affect the draining of DDL coordaintors during FCV downgrades, since it will wait for the DDL operation to complete, however that operation could be waiting on the resharding (which would be later aborted anyways).
