When we switched to bazel for clang tidy the unittests on our custom checks stop being run. The logic to run them should be ported to a standalone python script (it was heavly coupled with scons logic so its going to be a bit of rewrite) and then added to CI either in the bazel clang tidy check task or some other build self test task.
