      TrafficRecorder commands (startRecordingTraffic, stopRecordingTraffic) are unused and were proposed for removal in SERVER-87583.

      Update them to match outlined API for workload record & replay.

      The correct implementation is not yet in place, but settling the API now allows Atlas to progress on automation for starting and stopping recordings.
