Validate against query settings commands on standalone deployments

      We can reuse the newly introduced isStandaloneHelper to prevent setQuerySettings / removeQuerySettings / $querySettings from being ran on standalone.

      These deployments don't have a oplog, which means no cluster parameters support and hence no query settings.
