setAllowMigrations should return an error in case of moved collection

      In case setAllowMigrations is invoked on an unsharded moved collection the command should return the same error as returned on "not-moved" unsharded collection

      MongoServerError[NamespaceNotSharded]: Collection must be sharded so migrations can be blocked
