Remove ShardsvrMovePrimaryEnterCriticalSectionCommand and ShardsvrMovePrimaryExitCriticalSectionCommand commands

      As part of SPM-3729, the movePrimary coordinator was updated to use the ShardsvrParticipantBlock command to enter and exit the critical section.

      Currently, we still support ShardsvrMovePrimaryEnterCriticalSectionCommand and ShardsvrMovePrimaryExitCriticalSectionCommand for multiversion compatibility.

      However, once v9.0 becomes the last-lts, we can safely remove these internal commands.
