There is an assortment of random checks and setups done in the config server before phase 1 of the FCV upgrade/downgrade process. Some of them are done before taking the fcvChangeRegion, some later. For maintainability, they should be factor out to one or two functions, with an appropriate name. They should also be documented in the FCV readme.
