      FilteringMetadataCache is no longer responsible for refreshing database metadata under the new authoritative model. One remaining routine, onDbVersionMismatch, is still used in ServiceEntryPoint to wait for the application of the 'c' oplog entry on secondary nodes. This logic should be moved out and unified with current DSS logic.
