Drop config.cache.databases after successful FCV upgrade

      Once the FCV upgrade makes the shards authoritative for DB metadata, we no longer need the collection config.cache.databases on the shards. We should drop the collection after the upgrade. Otherwise, it will stay as garbage in the future installations.
