Tag core/query/explain1.js with requires_fcv_82 and modernize it

      Under SERVER-29449, the way nReturned for sharded explain() is now computed differently. Before SERVER-29449, explain1.js was banned from several sharding test suites, but now that it is re-enabled, it can fail in multiversion suites.

      We may also want to modernize the test while we're here, and rename it to avoid confusion with the other, and completely different, explain1.js in noPassthroughWithMongod: https://github.com/10gen/mongo/blob/master/jstests/noPassthroughWithMongod/query/explain/explain1.js
