Abseil has no dependencies so copy bazel build files from master that are required to get anseil building. (includeing the abseil bazel build files because abseil should be the same version).

A script should be used which performs the copy via git checkout origin/master – <thing to copy> so that we can quickly regenerate the latest masters and not worry about backports at this point.
