We can pass off some of the hot build path from archive_dist_test to archive_dist_test_debug if we use -S for archive_dist_test and then have a regular archive_dist_test_debug. The only thing this should impact is --build-id and the gnu-debug-link, and we could bypass the --build-id by setting to a fixed one in the cases we want to use this.
