Make QueryTester style format more consistent with rest of the code base

      Following the work of SERVER-103871, a few suggestions have been made to make the QueryTester more robust:

      • Change enum class naming to follow the Query Style guideline by naming them like local variables (ref)
      • Consider using boost::program_options for parsing command line arguments (ref)
      • Pack the list of const options into a separate const struct (ref)
