Update the macos compiler toolchain bazel files

      While working on SERVER-102939, I had to get the BUILD.tpl so we can inject our own toolchain config attributes. The BUILD.tpl is an older version since the apple toolchain bazel files are from an older version. This issue is to grab the latest tip of the tree toolchain files to be up to date.
