In SERVER-97828, a new test case was added to this test in which a secondary was stepped up during the removeShard. In the failing instance of this test, the secondary we chose to step up was not caught up and so failed to be elected. We can fix this by waiting for replication before we step up the secondary to ensure that it is electable.
