SERVER-100486 increased the tag counts fields in a FLE2IndexedTextEncryptedValue from 8-bits to 32-bits, but there are still leftover assertions in the FLE2IndexedTextEncryptedValue::fromUnencrypted() function that limits the tag count to 255 tags. This restriction should be removed.
