Make WiredTiger Cache Size scaled by percentage

      Currently the default is 50% of RAM with lower (256MB ) and upper bounds (10TB).

      Otherwise the user can set a fixed amount between 250MB and 10TB, as long as it is under 80% of available memory. The user should be able to specify a percentage of available memory with the same fixed lower and upper bounds as today (250MB/10TB).
