Insert extra migration info into changelog (and potentially oplog)

      For debugging purposes, sometimes we only have a subset of the full mongod information available. We should add additional migration statistics to the config server, including:

      1. of documents cloned
      2. of documents transferred

      We may also want to add no-op entries to the oplog.
