Move Windows specific configuration options from mongo_src_rules and .bazelrc to windows toolchain config

      This is a spin-off from SERVER-102939 and SERVER-104169. We define options in bazel/toolchains/cc/mongo_windows/mongo_compiler_flags.bzl and //.bazelrc (https://github.com/10gen/mongo/blob/master/.bazelrc#L340-L346). Move all of them as a features once SERVER-104169 is completed.

      https://github.com/10gen/mongo/blob/master/.bazelrc#L380-L387 should also be able to be removed now

      Also, verify the list of default default_compile_flags in the toolchain as there are several flags we may not need.
