      Get all indices from catalog
      Compute all "good" combinations of indices (really a power set but heuristics)

      For each batch of indices (received in goodness order in batches):
      1. Logical rewrite (noop for now)
      2. Covering analysis
      3. Sort analysis
      4. If possible, ship

      If no indices shipped, output collscan.
