Reduce execution time of jstests/ocsp/ocsp_sharding_basic.js test

      The jstests/ocsp/ocsp_sharding_basic.js test takes around 10mim 30 secs to run in ocps suite (example). This is around 50 % of the entire ocsp suite execution time.

      The goal of this ticket is to investigate why this test is taking so long and find a solution to reduce its execution time. Ideally, the execution time should be under 2 min.
