We explicitly disallowed creating new TTL indexes on capped collections in SERVER-26287 (fcv 5.2). When a replica set upgrades to 6.0 (we allowed and kept existing TTL indexes on capped collections) and a new node syncs from a node with TTL indexes on capped collections, the logical initial sync fails with cloning error due to not being able to create the index on the syncing node.
