This ticket is to introduce two new phases to the promote to sharded coordinator - blocking DDLs and then later unblocking them. We can re-use the block and unblock DDL logic used by add and remove shard as we only need to block DDL coordinators (in the future, direct shard connections will be blocked at this point and so the only way to do DDLs will be via mongoS and therefore the coordinator system).
