Introduce the RateLimiter added in SERVER-104408 to the ingress command path of mongod. Add new server parameters for controlling the admission rate, burst size, and maximum queue depth. Expose relevant metrics in serverStatus and FTDC.

This should not affect the throughput of the existing high-value workloads, though some degree of latency regression is acceptable, particularly at the P90+ level.
